　　税务机构的解释是：“每年森林税的略有下降主要是由于某些砍伐面积销售的到期（primarily due to the expiration of some Sales of Felling Areas，SFA）以及其他部分的不续期（non-renewal of others）。此外，还有原因在于常设木材拍卖分配许可证的情况（there is the case of permits allocated through standing timber auctions），在此过程中的出价低于由专门的部际委员会分配许可时的出价（a process during which financial bids are lower than those offered when the permits are to be allocated by the dedicated Interministerial Commission）。“�/P>
